GURUGRAM: The department of town and country planning (DTCP) officials have inspected around 50 residential properties in upscale licensed colonies to check illegal constructions after the procurement of occupation certificates.These residential properties — mainly in DLF areas, Sushant Lok and South City — were granted occupation certificates by the architects under the self-certification scheme. The field staff of the department said that the property owners had carried out unauthorised constructions in the buildings after OCs were granted to them.On the basis of the inputs, the enforcement team of DTCP visited these properties and found unauthorised constructions, including in set back area, filling of cut outs, zoning plan violations and construction in stilt area.District town planner (enforcement) Manish Yadav said these properties will soon be issued show cause notices and action, including sealing, demolition and registering of FIR, will be initiated against the property owners and architects if they fail to furnish satisfactory replies.“Following orders from higher authorities, the enforcement wing is in action mode to clamp down on illegal construction being done indiscriminately in the residential colonies by property owners who procured occupation certificates,” he said.The department, after repeated complaints about violations in building norms, in August had constituted teams to survey residential properties in licensed colonies where owners had carried out illegal construction after procuring occupation certificates. A list of 30 properties was prepared on the basis of inputs provided by the field staff.Last month, senior town planner (STP) Renuka Singh had given instructions to DTP enforcement) that many OCs related complaints are being received regarding illegal construction and it needs further investigation.In November last year, the department had empowered architects to grant OC to residential houses on individual plots under a self-certification scheme. As per the DTCP guidelines, any architect registered with the Council of Architecture (CoA) can issue an occupation certificate for a property after going through all concerned documents. Within three days of issuing the OC, a physical copy of the application along with documents has to be submitted to the department for record.The order further said that there may be chances that architects are not following the professional ethics in issuance of occupation certificate (OCs) under self certification, and therefore, the concerned DTP in all the districts will be liable to check 10% of total OCs received from architects. During the checks, if violations are detected, the district town planner can issue show cause notices and choose to blacklist the architect.
